Drilling – Hydrocarbon & Non Hydrocarbon
Introduction:
In 2009, Skills DMC Australia launched its RII Training Package of qualifications and units of competency for which the Drilling Industry qualifications here in New Zealand are based on. This has necessitated the need to bring the planned review forward from 2012. It was intended that the review of qualifications and unit standards (cover sheets) for Drilling was to be undertaken in 2010, but was put on hold by the Drilling Strategic Advisory Group for a number of reasons. One critical area has been the issue of “mutual recognition” of qualifications between Australia and New Zealand. After the combined conference of the Australia and New Zealand Drilling Federation Conference in September 2010, the Drilling Strategic Advisory Group decided that the realignment of the qualifications would occur and dialogue between the Australian Drilling Association and the New Zealand Drilling Federation would look at how the issue of mutual recognition could occur.
The planned review will include all qualifications from Level 2 to 5 for both Hydrocarbon and Non-Hydrocarbon Drilling. The unit standards (cover sheets) contained in the Domains of Hydrocarbon (52) and Non-Hydrocarbon (48) will be reviewed and realigned to the Australian Units of Competency within the RII Training Package.
No issues of duplication have been identified. Tai Poutini Polytechnic is the only provider offering a programme of study related to the National Certificate in Drilling – Non-Hydrocarbon (Driller’s Assistant) with an optional strand in Blast Hole/Mineral Production and Development (Level 2) (Ref: 1331)
