NZQA Targeted Review of Qualifications (TRoQ)
The Targeted Review of Qualification at levels 1- 6 on New Zealand’s ten-level qualifications framework commenced in 2008. The review aimed to ensure that New Zealand qualifications are useful and relevant to current and future learners, employers and other stakeholders.
A package of seven changes was recommended by the review and approved by the NZQA Board for implementation. These were to:
- Establish a unified New Zealand Qualifications Framework (NZQF)
- Require the use of existing quality assured qualifications, and change the design rules for National and New Zealand qualifications to allow for more inclusion of local components
- Require mandatory periodic reviews of qualifications to determine whether they are still fit-for-purpose
- Strengthen and standardise qualification outcome statement requirements
- Introduce a mandatory pre-development assessment stage for qualification developers
- Strengthen industry involvement in qualification development
- Provide clear information about whether a qualification is active, inactive or closed.
All recommendations apart from change 3 have been implemented. Change 3 will be implemented over the next few years, starting in 2011.
In response to Change 3, regarding the mandatory review of qualifications, EXITO has submitted its 4 year plan 2011 – 2014 to NZQA outlining each of our industry sectors planned reviews. The plan is in the table below. One of the key areas outlined in the approval and review guidelines of qualifications is “Stakeholder Involvement and Support”. EXITO is committed to ensuring that all of its stakeholders have the opportunity to provide input and feedback for qualifications and assessment standards.
